    REQUEST FOR QUALIFICATIONS

    Owner’s Representative / Construction Management Services

    Elementary 12 Project

    1. Introduction and Purpose

    Moses Lake School District (the “School District”), a Washington public school district, hereby solicits Statements of Qualifications (SOQs) from qualified firms (“Proposers”) to provide Owner’s Representative / Construction Management services in connection with the design and construction of the School District’s Elementary 12 Project.

    This Request for Qualifications (RFQ) is issued pursuant to RCW 28A.335.190(14) and in accordance with RCW 39.80 (Qualifications-Based Selection of Professional Services). The School District will select the most highly qualified firm based on demonstrated competence and qualifications. Pricing information is not to be submitted with qualifications and will not be considered during the evaluation process. Following selection of the most qualified firm, the School District will negotiate a fair and reasonable fee in accordance with Chapter 39.80 RCW.

    Consistent with RCW 39.80.040, the School District encourages participation by Minority-Owned, Women-Owned, Veteran-Owned, Disadvantaged, and Small Business Enterprises.

    2. Project Description

    The Elementary 12 Project (“Project”) involves the construction of a new elementary school located in Moses Lake, Washington. The Project will serve the student population of the Moses Lake School District and is anticipated to include:

    • Design and construction of a new elementary school facility
    • Site development, utilities, and associated infrastructure
    • Coordination with the School District’s design team and stakeholders throughout preconstruction and construction phases

     

    The School District anticipates selecting an Owner’s Representative / Construction Manager to serve as an extension of School District staff, providing professional oversight of the Project from preconstruction through closeout and warranty.

    3. Scope of Services

    The selected firm will provide comprehensive Owner’s Representative and Construction Management services on an as-needed basis, including but not limited to the following:

    1. Preconstruction Phase

    • Preconstruction consulting and planning
    • Cost estimating, budget development, and value engineering
    • Master schedule development and maintenance
    • Constructability review and design phase coordination
    • Permitting support and agency coordination
    • Subcontractor procurement strategy and support
    1. Construction Phase

    • On-site construction management and daily oversight
    • Schedule management, monitoring, and recovery planning
    • Quality assurance and quality control
    • Safety program oversight and compliance monitoring
    • Budget management and cost control
    • Change order review and management
    • Contractor coordination and dispute resolution support
    • Progress reporting to the School District

    3.3 Project Closeout

    • Punch list management and closeout coordination
    • Commissioning support
    • Warranty coordination and documentation
    • Community and stakeholder coordination throughout all phases

    The School District reserves the right to modify this schedule at its sole discretion. Any changes will be communicated through written addenda.

    5. Submittal Requirements

    Firms must submit their SOQ in accordance with the following requirements:

    1. Format

    • SOQs shall be limited to ten (10) typed pages, 8½ x 11 inch format, minimum 11-point font.
    • Cover letter, cover page, dividers, and resumes of key personnel are excluded from the page count.
    • Submit one (1) original copy, plus one electronic copy (PDF) on USB drive, to the address below.

    5.2 Required Content

    Each SOQ shall include the following:

    • Cover Letter: Signed by an authorized representative of the firm, expressing interest and confirming the firm’s ability and willingness to perform the services described herein.
    • Firm Overview: Description of the firm, including year established, office location(s), total number of employees, and organizational structure. Identify any proposed subconsultants.
    • Qualifications and Experience: Description of the firm’s experience providing Owner’s Representative and/or Construction Management services for K-12 educational facilities in Washington State. Include at least three (3) comparable projects completed within the last five (5) years, with project name, owner, reference contact information, project value, and a brief description of services provided.
    • Proposed Team: Identification of key personnel to be assigned to the Project, including the Project Manager and other lead staff. Provide resumes, relevant experience, and proposed roles. Describe the team’s availability and commitment to the Project.
    • Project Understanding and Approach: Narrative describing the firm’s understanding of the Project and its approach to delivering preconstruction, construction, and closeout services.
    • Capacity and Workload: Current workload and firm capacity to take on this engagement within the anticipated timeline.
    • WMBE Participation: Describe the firm’s approach to encouraging participation by Minority-Owned, Women-Owned, Veteran-Owned, Disadvantaged, and Small Business Enterprises, consistent with RCW 39.80.040.
    • References: Provide at least three (3) client references from prior K-12 or public-sector projects.

    5.3 Delivery

    SOQs must be received no later than September 1, 2026, 4:00 PM Pacific Time, at the following address:

    Late submittals will not be accepted.

    6. Evaluation Criteria

    The School District will evaluate SOQs based on the following criteria. The School District anticipates shortlisting firms and conducting interviews prior to final selection.

    Selection will be made in accordance with RCW 39.80. The School District will determine the most qualified firm and enter into fee negotiations with that firm. Should the School District and the selected firm not agree on a satisfactory contract at a price the School District determines to be fair and reasonable, the School District shall terminate the negotiations and may, in its discretion, negotiate with the next most qualified firm, and shall continue in accordance with this process until an agreement is reached or the selection process is terminated. A new solicitation shall not be required to negotiate with successively ranked firms.

    7. Protest Procedures

    7.1 Protests of RFQ Criteria or Requirements

    Any prospective Proposer who wishes to protest the evaluation criteria, requirements, or procedures set forth in this RFQ must submit a written protest no later than five (5) calendar days prior to the SOQ submittal deadline.

    7.2 Protests of Selection or Evaluation

    Any Proposer who can demonstrate a substantial financial interest that is adversely affected by the School District’s evaluation or selection decision may submit a written protest within five (5) calendar days of the date the protesting party knew or should have known the facts giving rise to the protest, no later than five (5) calendar days after the School District’s announcement of the selected Proposer.

    Protests related to the evaluation or selection shall not be based upon the subjective scoring or points allocated for any evaluation criterion that does not constitute a material error or misconduct by the School District.

    1. Protest Requirements

    All protests must be in writing and include the following:

    • Name, address, telephone number, and email of the protesting party
    • The RFQ title and project name
    • A detailed statement of the grounds for protest, including specific facts and legal authority
    • The specific relief requested
    • Evidence that the protesting party provided notice of the protest to all other interested parties, if known

    7.4 Determination and Reconsideration

    Protests shall be submitted to the Executive Director of Safety and Wellbeing and will be reviewed by the School District. The School District will endeavor to issue a written determination within ten (10) business days of receipt of the protest. 

    If the protest is not resolved by mutual agreement of the protesting Proposer and the School District, the School District will review the issues raised in the protest and furnish a final and binding written decision to the protesting Proposer and any other affected Proposers.

    Timely and proper compliance with and exhaustion of these protest procedures shall be a condition precedent to any otherwise permissible judicial consideration of a protest. By submitting an SOQ, the Proposer consents to the procedures outlined above as its sole remedy and shall have waived any claim against the School District because of actions taken under these procedures.

    By submitting an SOQ in response to this RFQ, the Proposer agrees that the process, evaluation criteria, and requirements described in this RFQ are fair and proper, and that the Proposer has no objection to any provisions of the RFQ. If the Proposer does not object to any of the provisions of this RFQ in accordance with the protest procedures set forth above, the Proposer shall be deemed to have waived its rights to any future protest of the provisions of this RFQ.

    8. General Terms and Conditions

    8.1 Right to Reject

    The School District reserves the right to reject any and all submittals at any time in the selection process and to choose not to award and/or execute a contract at any time, even after announcement of a selected Proposer. Proposers acknowledge that announcement of a selected Proposer confers no right of contract. The School District may cancel the procurement and reject all submittals for any reason. A decision by the School District to cancel the procurement and/or enter into a contract will not result in any claims or causes of action for costs or damages by any Proposers against the School District.

    The School District further reserves the right to terminate, reduce, or modify the scope of services at any time during the term of any resulting contract, to contract with other providers for similar services, and to use multiple providers concurrently, as determined to be in the best interest of the School District.

    8.2 Public Records

    Submittals received in response to this RFQ become public records subject to disclosure under the Washington Public Records Act, Chapter 42.56 RCW. Firms should clearly mark any materials they consider proprietary or confidential; however, the School District cannot guarantee that such materials will be exempt from disclosure.

    8.3 Cost of Preparation

    The School District is not responsible for any costs incurred by firms in preparing or submitting SOQs in response to this RFQ.

    All costs incurred in preparation of a response to this RFQ shall be borne by the proposing firm. Submittals received in response to this RFQ shall become the property of the School District.

    8.4 WMBE Encouragement

    Consistent with RCW 39.80.040, the School District encourages participation by Minority-Owned, Women-Owned, Veteran-Owned, Disadvantaged, and Small Business Enterprises as prime consultants and subconsultants. Firms are encouraged to describe their plan for outreach and inclusion of WMBE firms in their SOQ.

    Pursuant to RCW 28A.335.190(13), this RFQ incorporates the standard clauses required under RCW 39.19.050. Firms are hereby notified that noncompliance with the requirements of chapter 39.19 RCW may result in penalties as set forth in RCW 39.19.080 and 39.19.090, including but not limited to withholding of payment, decertification, debarment, contract termination, and civil penalties of up to ten percent of the contract amount or up to $5,000 per violation. Willful repeated violations may result in disqualification from further participation in state contracts for a period of three years.
